Description The Teen Pregnancy Prevention Program was introduced in 2010 to support the creation and implementation of innovative and working ideas aimed at tackling the persistent problem of teen pregnancy in the United States. The (iTP3) is tiered, evidence-based program that offers competitive grants to a wide number of agencies and organizations focused on tackling teen pregnancy. The project was funded by the U.S. Department of Health and Human Services’ Office of Population Affairs over 5-year duration. Primarily, the (iTP3) program operated as an intermediary through the identification of key organizations and agencies across the United States that focused on the development of innovative teen pregnancy prevention programs, and then provision of capacity-building assistance and funding to support their evidence-based program development initiatives (Garcia et al., 2022).
How was the success of the program or policy measured?

 

The success of the (iTP3) program was measured through evaluation of outcomes and impact namely: reduced incidence of rapid repeat pregnancies, increased utilization of contraceptives among adolescents, promotion of clinic attendance, and increase use of family planning services, and reduction in public expenditures associated with teenage pregnancy and childbearing (iTP3, 2022).

Focused on reaching Latino/Hispanic and African American youth aged 15-19 years of age, the program reached at least 20,000 people working with around 27 organizations that received funding. Equally, other specific information revolved around the onset of coronavirus disease 2019 (COVID-19). It was established that the COVID-19 pandemic significantly undermined the capacity to finalize some of the key training interventions as well as development of proposed innovative programs by the iTP3 team. Equally, reduced follow-up was also experienced due to the imposition of strict containment measures aimed at curbing the spread and transmission of COVID-19 (Garcia et al., 2022).

Indeed, the TPP program reached the original intent and objectives since it provided funding (to the tune of $100 million annually) to organizations and agencies (known as Innovators) who run programs that represented a range of priority populations such as racial and ethnic minority youth; pregnant and parenting teens; older teens; gay, lesbian, transgender, bisexual, queer and questioning (LGBQT+) youth; runaway and homeless youth; and pre-service teachers (Lewis & Kulkarni, 2018).
