The selected health-care related bill is Helping Health Care Workers Afford Child and Elderly Care Act (S.3567).

Bill Description

Healthcare workers play an important role in the healthcare sector where they always ensure that the population receives quality care. In that regard, the Helping Health Care Workers Afford Child and Elderly Care Act Bill was initiated on 22^nd March 2022 to ensure that healthcare workers would gain access to child care State funding if the United States of America’s House of Representatives and the Senate enacts it. Apart from service to the general population, Sow (2017) indicates that healthcare workers have a duty to ensure that their families receive healthcare needs. Thus, the bill is essential to them. Hence, through the bill’s legislation, the healthcare workers will manage to support their elderly parents and children health needs. Hence, despite being read once in the Senate, the bill aims at favouring the healthcare workers.

The Helping Health Care Workers Afford Child and Elderly Care Act is a state bill since it indicates the need for the State to implement the bill to ensure that the healthcare workers can have an added advantage as they serve the public by affording to manage their elderly and children healthcare needs. Therefore, the bill’s main aim regards improving how healthcare workers afford and access care for those dependent on them.

The main target of the Helping Healthcare Workers Afford Child and Elder Care bill is the state workers. According to Congress.gov, the main healthcare workers who will benefit from the bill include health sector employees such as licenced nurses, clinical nurse assistants, and nurse practitioners. Also, as defined by the bill, other essential workers include sanitation workers and emergence response workers within the organization that needs a full-time operation to handle emergencies as directed by the State.  Hence, the main requirements by the bill regard an increase in the funds where the State was required to allocate $5,000,000,000 for the year 2020 (Congress.gov). These funds would then be used to provide essential workers with childcare services, adult protective services, and daytime care services for all essential care workers and those that depend on them for healthcare services.

Bill’s Proponents or Opponents

Proponents

The bill is under five proponents Hassan Margaret Wood, Durbin Richard, Reed Jack, Harris Kamala, and Baldwin Tammy. However, the only difference that stands with the bill is that initially, all the proponents were senators. However, Kamala Harris status changed to being the Vice President of the United States after the election.  Despite such changes in position, the proponents believed that the bill would help healthcare workers access healthcare services for those who depend on them, thus reducing the healthcare burden they would encounter if these people became ill.

Opponents

As of now, no party has shown interest in opposing the bill’s implementation. However, according to Allen (2018), when the bill gets back to the Senate, there is a high possibility of facing opponents triggered by other Acts such as the Affordable Care Act, which different states use to cater for the healthcare needs of the elderly and children.

Target Population

The bill’s target population is the essential worker’s elderly and children.

Currently, the bill is at the Committee on Finance after a referral from the Senate.

General Notes/Comments

Bills concerning public health are essential and should be evaluated critically by the legislative for better outcomes.  In that regard, the Health Care Workers Afford Child and Elder Care Act poses an essential bill that the United States of America’s State should pass. The bill aims to reduce essential healthcare workers’ burden when their children and elderly parents fall ill.  Generally, Ciobanu et al. (2019) accentuate that since workers are an integral part of any organization, they should be motivated by the employers for better services and to achieve competitive advantage. Hence, passing the bill into law will motivate the State’s essential workers to be more productive as they serve the public. That way, other factors such as the mental well-being of the States’ essential workers will be catered for; thus, they will not have to worry about meeting the bills on their children and elderly.

I support the bill and hope that the State will adopt it despite the delay it is currently encountering since it has been more than a year since its referral to the Finance Committee.  One of the reasons why I support the bill concerns the role healthcare workers have on the public. In such a situation, when those that depend on their healthcare needs falls ill, it might become hard for them to offer quality care to the general public. Therefore, using human resource management principles like employee development will be essential when addressing the bill. That way, I will prove how it is essential for employees to motivate healthcare workers and promote their well-being and health. Therefore, as I address the issue, I will ensure that  I support the evidence of the bill’s effectiveness using countries and evidence-based researches on its implementation.
